Bring a large pot of water to a boil. Add in the salt.
Meanwhile, trim the broccoli rabe by cutting off the tough ends at the bottom. Place the broccoli rabe into a large bowl and then add cold water to it. Shake the broccoli rabe around in the water to wash and then place into a colander to drain.
Add the broccoli rabe to the boiling pot of salted water. Stir and cook for 2-3 minutes, or until tender but still crisp. Drain the broccoli rabe and set it aside on a dish.
Meanwhile, heat the olive oil in a large skillet over medium-high heat. Add the garlic and chili peppers, and sauté for 2-3 minutes, or until fragrant. Be careful not to burn the garlic.
Pour the garlic and oil over top the broccoli rabe.
